What is VOPPA Regulation (order), 2025?

The Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (commonly referred to as VOPPA 2025) is a regulatory framework established by the Government of India under the Essential Commodities Act, 1955. It superseded the earlier Vegetable Oil Products (Regulation) Order, 1998, with the aim of ensuring the production and availability of vegetable oil products in the country.

Who is it for?
Under the Vegetable Oil Products Production and Availability (Regulation) Order, 2025 — effective from 1st August 2025 — only manufacturers of vegetable oils and related products are required to register with the Directorate of Sugar and Vegetable Oils. Any producer intending to manufacture, stock, or sell vegetable oil, vegetable oil products, solvent extracted oil, or blended oils must apply to the Director as outlined in Schedule I and obtain a registration certificate as per Schedule II.

Only the manufacturer of vegetable oils and vegetable oil products are required to be registered under the Vegetable Oil Products Production and Availability (Regulation) Order, 2025 with the Directorate of Sugar and Vegetable Oils which has come into effect from 1st August 2025.

A Producer who intends to produce, stock for sale or offer for sale vegetable oil, vegetable oil product, solvent extracted oil, blended oils shall make an application to the Director as specified in the Schedule-I, and obtain a registration certificate as specified in Schedule (II).
No. Persons other than manufacturers/producers of vegetable oils and vegetable oil products need not apply.
Following documents need to be submitted to get VOPPA registration.

(i) Application in Schedule-I which can be obtained from the Regulation order.
(ii) Copy of the license from FSSAI
(iii) Details of plant and machinery.
(iv) Capacity of the plant.
No fee is required under this order for registration.
Every producer shall furnish monthly return to be furnished by the 14th day of the succeeding month to the Director in respect of-

a. each vegetable oil received and consumed by the processing unit as raw material and each vegetable oil product manufactured, sold or imported or exported during the past month in a form specified by the Director from time to time.
b. the stocks held, and the quantities and varieties of solvent-extracted oil, Crude and Refined Edible Oils and all of them, as the case may be, manufactured or dispatched by him during the preceding one month;
c. the stocks held, and the quantities and varieties of oil-bearing materials used during the preceding month;
It is a one time registration under the Vegetable oil Products Production and Availability (Regulation) Order, 2025.
The Director may enter and inspect or cause to enter and inspect any premises, any record relating to the production, supply, distribution, import and export of vegetable oil products including the purchase of raw materials used in their production vehicles or vessels and seize the stocks of vegetable oil products, in respect of which he has reason to believe that the value of actual production or sale are not commensurate with the returns and the data filed with the Directorate and every producer shall be bound to furnish all such information to the Director.
